The Tenfold Growth Strategy

The Tenfold Growth Strategy is Uganda’s long-term economic transformation framework aimed at expanding the economy from approximately US$50 billion to US$500 billion by 2040. Building on the foundations established under Uganda Vision 2040 and the National Development Plans, the Strategy seeks to unlock the country’s double-digit growth potential through increased productivity, value addition, export expansion, private sector-led investment, and the development of a knowledge-based economy. It provides a roadmap for accelerating structural transformation while ensuring sustainable and inclusive growth.

The Strategy focuses on strengthening returns from public investment, expanding the formal economy, mobilizing domestic and foreign investment, and positioning Uganda as a competitive hub for trade, tourism, and investment in Africa. Drawing lessons from successful high-growth economies, it emphasizes industrialization, entrepreneurship, innovation, human capital development, and improvements in the business environment. Through coordinated action across government, the private sector, and development partners, the Strategy aims to drive economic prosperity, create jobs, increase household incomes, and support the realization of Uganda Vision 2040.

Building on the foundations of Vision 2040 and NDP IV, the Strategy prioritizes value addition, innovation, entrepreneurship, and regional trade integration to position Uganda as a leading economic hub in Africa.
