Total government expenditure reached UGX 36,722.66 billion in FY2022/23, There was an overrun in recurrent expenditures beyond the initial budget allocation of UGX 6,363.19 billion, driven by supplementary budgets. These additional allocations were primarily for wage and salary increases for scientists and for other non-wage recurrent items. Interest payments were another significant factor contributing to the higher-than-budgeted recurrent expenditures, largely due to the restoration of a portion of interest payments during budget execution that had been previously reduced.The spending on development projects financed by external sources fell short of the projected figures. The underutilization of allocated funds was a result of absorption challenges encountered by the agencies responsible for project implementation, which in turn slowed down the disbursement rates of development partners.
