NDP II Midterm Reviews
National Development Plan (NDP) 2015/16-2019/20 is the second series of six 5-year plans to guide and operationalize the National Vision 2040. As required by Section 6.3.3 of the Comprehensive National Development Planning Framework (CNDPF), the NDPII Mid-Term Review (MTR) was carried out and it coincided with the NDPI (2010/11 – 2014/15) End Evaluation.
The overall objective of the NDPII MTR and NDPI evaluation was to determine the extent of the progress made at the mid-point of the implementation of the NDPII and at the full course implementation of the NDPI, including their attendant programmes and projects. The six (6) dimensions for both assessments are; Policy and strategic direction; Economic Management; Results Framework; Political Economy; Institutional Framework; and Development Partnership.
In addition, 21 diagnostic studies on priority thematic areas were carried out to inform the NDPII mid-term review and the end-evaluation of NDPI. The priority areas are:
- Agriculture;
- Minerals, Oil and Gas;
- Industrialization and Value Addition;
- Iron and Steel Industry;
- Tourism;
- Environment-Natural Resources- Climate Change – Green Economy;
- Inclusive Growth;
- Energy;
- ICT;
- Water for Production;
- Works and Transport;
- Population Growth Impacts;
- Human Capital Development;
- Employment;
- Social Development;
- Gender;
- Physical Planning – Urban Development;
- Democratic Governance and Legislature;
- Governance of NDP; JLOS; and
- Accountability
